In a new report, the F.A.A. says that by increasing controllers’ active work hours per shift, it could reduce its target for a fully staffed work force by over 2,000 positions.The air traffic control tower at Newark Liberty International Airport in Newark, N.J. For years, controllers have been complaining of exhaustion, fatigue and low morale.
