A Kansas law required a passport, a birth certificate or other proof of citizenship to register, but it was struck down after a court found that around 31,000 eligible voters had been blocked.“Kansas did that 10 years ago,” the secretary of state, Scott Schwab, said of a law that required people to provide proof of citizenship to register to vote. “It didn’t work out so well.”
