Toms River, N.J., is poised to use eminent domain to raze an Episcopal church to build a park. The church had wanted to set up a 17-bed shelter.Bishop Sally J. French, who leads the Episcopal Diocese of New Jersey, said razing the church would also endanger more than 20 programs, including 12-step addiction meetings and a weekly food pantry.
